As a Senior Consultant at GHV, Megan Carroll provides high-level strategic, analytical, and operational support to advance the Gates Foundation’s multi-purpose, multi-pathogen surveillance strategy. She advises on strategies to ensure alignment, visibility, and impact across global and national platforms.
Megan has more than 20 years of leadership and advisory experience across the United Nations, U.S. government, nonprofits, and philanthropy. She specializes in strategic partnerships, program design and management, and policy analysis, with a proven track record of strategic planning, resource mobilization, cross-sector convenings, stakeholder engagement, grantmaking, and advocacy to accelerate impact.
Previously, Megan served as the Gates Foundation’s lead for both the United Nations Secretariat and Canada, managing high-level partnerships and investments to advance sustainable finance and global health. Appointed a White House Fellow in the Obama Administration, she also brings extensive field experience, most notably in Sudan and South Sudan, where she launched UNDP’s Democracy & Participation portfolio, advised USAID, and directed The Carter Center’s democracy and conflict resolution programs.
Megan holds an MPP from Harvard Kennedy School, a BA from Amherst College, and studied international relations at the London School of Economics. She lives in Brooklyn, New York, and enjoys time with loved ones, nature, and live music.
