Assessing the Global Gag Rule: Harms to Health, Communities, and Advocacy

President Trump’s expanded Mexico City Policy — referred to here as the “global gag rule” — prohibits U.S. global health funding to foreign non-governmental organizations (NGOs) that advocate for, or provide access to, abortion information, referrals, or services using their own, non-U.S. funds. To better understand how this policy is playing out, GHV was privileged to work in partnership with Planned Parenthood Global to bring the human story of impact to the forefront, creating a report that serves as both an advocacy and informational tool for a variety of stakeholders.

In anticipation of the State Department’s next report, Planned Parenthood Global, the international arm of Planned Parenthood Federation of America, in partnership with GHV, tried to benchmark the effects which have unfolded in the two years since the expanded global gag rule was put in place.
